Project Summary
The relaunch of the European Social Dialogue by the European Commission as well as the new European Social Dialogue Work Programme (2019 – 2021) have highlighted the importance of the role of social dialogue and the social partners, on all levels, to ensure a fair and effective labour market.
The aim of the “ITSER” project is to develop a relevant range of trainings to support Employee Representatives capacity building. The current project will focus on improving quality of existing training activities by bringing innovation in the content, the methods and the tools as well as to design a stand-alone guidance service supporting the development of employee representatives’ knowledge, skills and competences.
The project will benefit from the involvement of complementary groups whether it be Trade Unions from Austria, Germany and Luxembourg or important stakeholders, training providers as well as trainers and employee representatives.
Above the project management, that will ensure the delivery of the project outcomes within the project timeline, the work of the project consortium will be broken down into a series of overlapping phases incorporating research and analysis, design and development, testing and validation of the outputs. Underpinning the work through all the workpackages will be effective management and monitoring of the scheduled activities, on-going assessment and evaluation of the project outcomes, rigorous quality management and appropriate dissemination activities to generate awareness of the aims and objectives of the ITSER project.

Professional Chambers of employees from Vienna in Austria (AK Wien) as well as from Saarland in Germany (AK des Saarlandes) are, like the Chambre des salariés (CSL), strongly committed in employee representatives continuous training and development.
Thefore the need for more cooperation between our three professional Chambers, but also more exchange of best practices and elaboration of common training activities is evident/obvious in an ever changing world of work, employee representatives need to be equipped with the relevant tools in order to effectively fulfil their duties.
DGB (Deutscher Gewerkschaftsbund, Germany), VÖGB (Verband östereischicher Gewerkschaftsbund, Austria) and SECEC (Secrétariat européen commun de l’OGBL et du LCGB A.s.b.l, Luxembourg), as Trade Unions umbrella organisations, will help to implement this project effectively on national level as well as help coordinate dissemination.
ETUC (European Trade Union Confederation) will contribute to the ITSER Project dissemination activities. As a European organisation for Trade Unions and especially its Education and Training Committee, it will support the consortium by giving the project an access to valuable communication path for the project results on a European level.
