Project Summary
CONTEXT
The international trade and logistics sectors create more than 20 million jobs in European Union countries (source EUROSTAT). Like other sectors, their growth, closely linked to globalisation and the interdependence of economies, as well as to ever-increasing competition, is also being accompanied by an acceleration of technological change, environmental challenges and security and safety requirements. This fast-moving trend is impacting the nature and scope of operators’ and, therefore student’s skills. Most of these students benefit from provisions allowing them to carry out learning mobility in another country.
The validation of learning outcomes achieved during mobility periods still rises problems, despite the progress made at European level and the implementation of many instruments (Erasmus charter, ECTS, ECVET, CEC, Europass etc.). It is therefore necessary to provide concerted and operational responses to this problem. The NETINVET network, which brings together more than one hundred training establishments from 13 countries in the two sectors, is constantly reflecting on these issues and is the bearer of the ESITL project.
TRAINING AND QUALIFICATIONS INVOLVED
ESITL covers EQF level 5 qualifications for the Transport Manager (Transport and Logistics sector) and Import-Export Commercial Assistant (International Trade sector) trade
SRATEGIC AIMS
ESITL aims to design:
– shared references in the form of job profiles and skills registers likely to evolve regarding the requirements induced by technological, competitive and organizational changes in the trades;
– taking into account environmental issues in the analysis of trades and their transcription in shared references;
– operational solutions to organize quality mobility actions and facilitate the recognition of the achievements of students who benefit from mobility with the use of European tools (ECTS for higher education, ECVET for professional training) .
BENEFICIARIES
– Sectors, who are users of skills and confronted with economic and environmental challenges;
– Students and apprentices, direct individual beneficiaries of mobility
– Training operators, responsible for designing training courses including mobility;
– Competent authorities in the areas of learning paths and qualifications.
PROJECT LEADER
NETINVET, created in 2011, is a European network of higher education and vocational training establishments and sectoral professional associations in charge of training policy in the two sectors concerned. The network has a scientific committee on which competent authorities and school heads are represented.
PARTNERSHIP
ESITL associates alongside NETINVET, three strategic stakeholders in training development and implementation (the ESITL triad) from four countries (Germany, Spain, France, Portugal): education and training providers, sectors and competent authorities (as associated partners).
– Four education and trainingproviders.
– Two higher education schools holding the ERASMUS + charter (Lycée Quinet-FR, IVic-SP)
– Two vocational training providers (CECOA-PT, KS1-DE).
– Sectors
– International trade: CGI-FR, CCP-PT
– Transport-logistics: AFT-FR, ASETRANS-SP
– Competent authorities (associated partners in the ESITL scientific committee – Ministry of National Education (FR),
– Institut Català de les Qualificacions Professionals, Generalitat de Catalunya ICQP (SP),
– Agência Nacional para a Qualificação e o Ensino Profissional, ANQEP (PT),
– Bundesinstitut für Berufsbildung, BIBB (DE)
METHODOLOGY
The ESITL methodology consists of i) updating the two trades profiles, ii) designing a skills register characteristic of each of the trades (shared references), iii) developing recommendations for the use of shared references. The instruments designed within the framework of ESITL will be the subject of a dissemination action and will be accessible to all operators, free of rights, on the Website WWW.NETINVET.EU.
DELIVERABLES
– Two job profiles designed for the 2020-2030 period, with particular emphasis on environmental aspects;
– Two lists of skills, characteristics of each of the trades and of each of the qualifications, structured in blocks of skills;
– Five tools for training operators, sectors and competent authorities (scenarios and recommendations for the design of training modules, learning assessment process, examples of mobility paths).
– One set of supporting documents for the dissemination events
TIMETABLE
– Duration: 26 months
– From 01/09/2020 to 31/10/2022
– Six transnational meetings, four dissemination events.
