Project Summary

Gender budgeting does not imply an increased focus on gender specific expenditure or revenue. Instead it enables policy makers to unpick assumptions of gender neutrality and examine potential ‘gender blindness’ when developing policy and evaluating policy outcomes. Gender Responsive Budgeting (GRB) is one of the tools through which effective gender mainstreaming in financial planning could be undertaken. The EU in particular is taking a growing interest in gender budgeting. But the case is not the less in the candidate countries such as North Macedonia and Serbia. The following legislative and policy framework is set up to instigate gender equality and gender responsive budgeting in the Republic of North Macedonia. The Law on equal opportunities between women and men underlines the need for promoting the principle of introducing equal opportunities of women and men – in the political, economic, social and educational spheres, as well as in the other areas of social life. In Serbia gender equality is defined by the Constitution of Republic of Serbia, and the state ratified international documents on gender equality and women human rights (first of all CEDAW) and therefore adopted globally set objectives and principles on gender equality. The Law defines a gradual introduction of GRB within the budget planning and execution system of the Republic of Serbia, the Autonomous Province of Vojvodina and local self-governments. Austria has a strong commitment towards gender equality, anti-discrimination and related policies in the Constitution and in a series of other legal Acts. At the Federal level, the responsibility for the coordination of gender equality policies and Gender Mainstreaming lies with the minister responsible (among others) for Women’s Affairs.

The main objective of the project is promotion of the concept of Gender responsive budgeting through establishing the Master course in GRB.
Specific objectives of the project are:
– Capacity building of the staff with GRB methodology
– Collaborative design and development of curricula in GRB
– Testing of the developed curricula through innovative and participative approaches to teaching.
The collaborative and innovative curricula will be of strong benefit to students and teaching staff as the main target groups in the project and higher education overall.
Our direct target group are undergraduates students, civil servants, counselors and representatives of Local Self – Government.
Our indirect group are the staff from HEI’s and the NGO’s which are interested in GRB topic.

Expected results of the project implementation:
Tangible results:
– Developed manual and approach methodology for the staff
– 6 course curricula developed, piloted, and widely disseminated between partners, providing mobility of both ideas and curricula and students/teachers.
– 1 Course web portal developed, regularly supplied with content and used as a key dissemination tool.
– 60 staff and students trained for new methodology approach and and the previously set curricula
– 3 Multiplier events
A purposeful effort will be invested to disseminate this type of information across the countries of the SEE region, including Albania, Kosovo, Bosnia and Herzegovina, Montenegro, as well as beyond.
