Project Summary

Accoring to the fast growing population demands for energy and the discharge of waste are increasing rapidly. To overcome the waste disposal and greenhouse gas emissions, alternative energy generation from biomass, agricultural and organic fraction of waste (AW) are the only remedy. The production of biomass energy can create new employment opportunities, increase income, and support rural development. In 2015 the European biomass energy sectors generated a total turnover of at least EUR 56 billion and employed over 653.000 people.

The European Commission believes that biomass energy can play an important role in meeting Europe’s “2020” targets. The EU’s RED (2009/28/EC) sets a binding target of 20% final energy consumption from renewable sources by 2020. Contribution of biomass renewable energy to electricity consumption will be 250 TWh in 2020 in EU, total RES will be 1370 TWh. To achieve this, EU countries have committed to reaching their own national renewables targets. According to the Commission’s future scenarios, the biomass energy production will almost double in 2030 ([SWD (2014)259]). The Energy Roadmap 2050 of EU aims reducing greenhouse gas emissions to 80-95% levels by 2050.

In rural areas AW create many risks to human and the environment. Strong and effective support of the development of biomass energy from AW can be also a way to improve farm budgets. Western European countries in this respect are much better developed than the countries of Eastern Europe. The subject of agricultural biogas plants is quite new in TR, PL, CZ, ES and HU. The knowledge of AW trainers and biomass energy supporters in rural areas is also not sufficient. RESOR project will be focused on the development of the vocational skills for waste-to-energy which will help to reduce effect on environment, unemployment and migration. The project intends to develop a curriculum for biomass energy trainers, especially in rural areas. “RESNET” and “RUBIGAS” projects executed in PL and SK on the subject of the renewable energy will be the basis for the transfer of innovation in the project RESOR. The project plans to achieve the aims through development of innovative training resources which will support transfer of know-how and innovations from new involved countries as well as from new organizations. The project will be a sustainable project and will develop innovative practices which are fully transferable to other areas.

The main targets are farmers, employees, municipal utilities, environmental foundations, rural development agents, waste disposal services, biomass energy providers, agricultural engineers or consultants, trainers in VET and stakelholders throughout Europe.

Objectives of RESOR are:

-to develope an innovative and contemporary training curriculum and program
-to carry out a set of focused pilot trials and the transferred e-learning content
-to develop new vocational skills related to biomass and biogas energy
-to promote EU demands of the RES
-to create awareness and transfer innovations to reuse of waste in TR and East EU
-to support innovations, entrepreneurship and employment on the rural areas
-to support improvement of quality of life in rural areas and decrease migration
-to support awareness of environment protection

Consequently, the project contributes to the European Policy of Rural Development Programme for 2014-2020 (fostering the competitiveness of agriculture and climate action), EU WFD (Directive2000/60/EC) and EU Priorities for 2014-2020 “a low-carbon economy, promoting climate change adaptation, preserving and protecting the environment”. This intervention field represents also a potential of new employment creation for the future.
