Project Summary

According to an OECD report (Skills Outlook 2015, Youth, Skills and Employability), the economic crisis has hit young people hard by making it more difficult for them to get a first job. It has also increased unemployment: the unemployment rates for under-25 years in the EU stagnated at 18.6% in December 2016. Young people with lower qualifications are more affected than young people with academic degrees and have more difficulties accessing mobility. Several mobility programs offer them the opportunity to gather experiences in another European country and develop new skills. But many young people don’t take this opportunity because they are too scared. Good preparation is an important precondition to strengthen their motivation and develop basic language skills.
The project ‘Developing E-Learning Capacities for Youth Mobility in Europe’ (DELCYME) aims to develop a multilingual e-learning preparation program for the mobility of young adults (linguistic and intercultural preparation). Moreover, DELCYME aims to develop skills and know-how in organizations working in a non-formal context which are in charge of preparing the mobility activity.
For this 31 months long project (Feb 2018 to Aug 2020) six organizations will be working together. DELCYME is coordinated by OFAJ (Office Franco-Allemand pour la Jeunesse), which has a long experience in organizing mobility as well as developing tools for linguistic and intercultural preparation. Two partners are active in the non-formal language training sector (CAVILAM, CDC), one is an actor which actively hosts and sends abroad participants of mobility activities in Poland (SEMPER AVANTI) and two partners are universities which train language teachers for different contexts (UCLM, CALCIF), they will contribute a scientific perspective to the project.
The work plan is built around four tasks in order to reach the main objectives.
The first task ensures good management and communication between the partners. Besides, the dissemination plan includes the creation of communication materials (such as a website) and the organization of two multiplier events: a scientific seminar on the virtual and multilingual library and community management, and an event to promote Open Educational Resources (task A1: coordination, management and dissemination).
The development of an online multilingual pedagogy and contents will be integrated into a dynamic and interactive learning system (Task A2 content development of the e-learning platform). Moreover, the concept of online tutoring will be extended to transnational and multilingual contexts. A training for online tutors who will accompany the learners during their online training will be organized (Task A3: tutoring). Finally, the most experimental part of the project will be the development of a community management concept in the learning system. The aim is to develop collaborative and peer learning within a non-formal learners community (Task A4: Community management).
The main expected results are the production of multilingual, digital pedagogical approaches and contents, Open Educational Resources to be shared by many stakeholders as well as a concept and materials for tutor training that can be used by any actor in the field of non-formal education. A recommendation report on community management will be written in order to reinforce peer learning processes during the online process.
All people participating in the project will increase their own digital and media skills: trainers and language teachers will develop their skills in supporting online learning processes. The platform will benefit a potential 200 learners/year in each country involved. Long term benefits: an increase in good content available for the preparation of professional mobility activities, more tools adapted to the target group and their needs to motivate young people for mobility activities, stronger digital skills in the organizations supporting the linguistic and intercultural training of young adults after their formal training.
