Project Summary

Education in Square Marginality (EM2), refers to the condition of double marginality that some people live in some areas: the individual marginality, due to difficulties in employment, physical and psychological disadvantages; a geographical marginality, due to the marginality of their village: far from urban centres and dynamic contexts, with difficulties of an economic and demographic nature.
Historically in rural areas, the community played, not always in a positive way, an important role in managing disabilities/differences/difficulties that could compromise its existence and set up direct or indirect forms of support. Now this relational chain is extinguished or menaced by social and family transformation with dangerous consequences for disadvantaged people.
The project aimed at reactivating the role of the community in supporting the reintegration of its weaker members assuming a path of responsibility and being part of a larger social pact between the disadvantaged people, aimed to find or improve his/her opportunity, the enterprises/companies of the area, as providers of opportunities; and the AE centres, responsible of the learning/training process. The learning/training process involved disadvantaged people, companies, communities and was aimed to provide tools and methodologies useful to the different targets groups and to facilitate their communication and understanding.
Four countries participated: Italy, Hungary, Slovenia and Latvia; each represented by one AE centre and one company association.
According to the analyses of the needs and with reference to the EU framework, the general objective was:
to contribute to the strengthening of motivation and the improvement of job opportunities for low-skilled or low-qualified adults and NEET, through a balance of competences and self-awareness.
The specific objectives were: improve learning community network based on general community agreement; create a community (schools, associations, municipalities and companies) to train people in difficulty through working groups; upgrade low-skilled or low-qualified adults through informal/non-formal education based on a community agreement; enhance general social awareness about the usefulness of the community agreement and its job orienteering usefulness.
The involved direct target groups were NEET (Neither in Employment or in Education or Training) and low-skilled adults; indirectly involved: local institution, public bodies, SME, interest groups, trade-unions, NGO as active part of the community.
Objectives came from the analysis of the needs showing that the 23% of the population lives in rural areas and 35% lives in “intermediate” urban areas. These territories have a high percentage of unemployed young people (14,2% of the population, aged 15-29) including vulnerable and non-vulnerable youngsters with different issues: sociodemographic factors, educational attainment, registration with PES (public employment services), different kind of NEET (re-entrants, discouraged by illness, disability, family problems).
The activities implemented to reach the objectives were:
– a research activity (desk and field), looking for interesting experiences to define a model of community pact
– activation of a community pact, ended with the final signature and the involvement of 9 communities (in HU, IT, LT, SI)
– training staff and mentors for involve target groups
– involvement of direct beneficiaries and companies
– definition of 45 Community Learning Pacts
– training for beneficiaries: theory and/or on the job
– provision of a Handbook of Community Learning: guidelines for the implementation of the community learning in further territories outside the consortium
– multiplier events to disseminate the project, involve the community and spread project results
– assessing activities: monitoring plan, indicators for impact, result and user’s satisfaction
These activities had some direct impacts: increased competences of low skilled and low qualified adults; birth of communities that support unemployed people in distress; SMEs identified and detailed the skills needed to perform their work also for trained potential future workforce; AE centres have strengthen links with the community players and improved their understanding of the local economy in terms of skills needs; trade unions, SME associations understood how to serve their own users by appropriately and proactively intervening on the territories; improved the ability of policy makers (i.e. local authorities) to work with other community players, its knowledge of the needs of citizens for a better use of available resources.
This increase in knowledge, communication will impact as long-term effects, these communities have tools and methods to build up engagement process useful in different challenges and with different targets. Moreover the handbook allows other communities, new territorial contexts and with other beneficiaries to apply/test the process.
