Project Summary

Context and project background: Whether in the guarding of refugee shelters, city strips, event protection or the protection of public buildings such as schools and hospitals – all mentioned areas are highly conflicted, sensitive to discrimination and violence. Under the impression of current developments in Europe, including in the field of right-wing populism and Islamism, the project provided answers for companies in the security industry to prevent – or, if necessary, intervent – in the event of radicalisation and also social discrimination against their staff and their clientele to be guarded.
Objectives and achieved results: The introduction of radicalisation prevention measures in the private security sector has been ensured by the development of educational modules for the education and training of private security staff. In addition, customers of security services should in future be given the opportunity to assess the suitability of security personnel in dealing with people with a migrant background through a seal of quality for institutions. In the cooperated companies of the partner institutions, training on radicalisation prevention for operational staff was carried out in accordance with the application training courses. The focus here was on the work and reflection on prejudices as well as the strengthening of intercultural competence and ambiguity tolerance. Two publications have emerged, one of which goes beyond the application: A comprehensive information brochure on radicalisation risks and processes, as well as on protective factors for companies. The contents of this brochure provide a basis for threat management as well as for the implementation of prevention structures. The second publication is the curriculum for trainers, who should finally be able to work with operational security personnel. A comprehensive social and organisational psychological theoretical background on the topics of radicalisation and social discrimination prepare the readers for the training, which consists of a general and special part of the training. In addition, both publications provide information on the identification of radicalisation – after all, a company cannot choose at what level of prevention it has to operate at. On the basis of the evaluations of the regional test workshops for the curriculum in the partner countries as well as on the basis of the experience and exchange of knowledge at the transnational meetings, the design for a European seal of quality was also developed, which was awarded to the umbrella organisation. CoESS has been submitted to its members for a vote. The seal will be further processed at the level of the CoESS umbrella organisation in the project.
Number and profile of participating institutions: Partners from seven European countries were involved.
-Germany with the Nell-Breuning Haus – an organisation of vocational and political adult education – as the head of the project and the BDSW (Federal Association of the Security Industry) as a Employers ‘ organisation,
-Ireland with the Security Institute – a training provider for the private security industry with an operational and scientific branch,
-Poland with the trade union organisation NSZZ Solidarnosc, among others the largest Trade union association for workers of private security services in Poland,
-Romania with PROIS-NV, a non-governmental organisation in the fields of education, the labour market and social inclusion, and with wide-ranging contacts to certified training providers, major universities and public institutions,
-Estonia with the educational institution ETÖK with a focus on workers’ education and qualification,
-Slovenia with the Institute for Corporate Security Studies with close cooperation to national and international security and also a member of RAN (Radicalization Awareness Network)
-Spain with the trade union organisation FeS-UGT, which has a training and project centre for vocational training for the private security sector.
Main activities and long-term benefits: For each partner country, there were two trial rounds of the curriculum in which about 60 people have been trained across countries. The respective managers, teachers of the training and further education institutions were also involved. At the transnational workshops of all partners with the corresponding evaluations, the appropriate training measures were finally developed.
The described project results form the basis for future standardisation as part of the training of the operational staff of private security services.
