Project Summary
Project context and justification:
The disadvantaged situation of European rural areas compared to urban areas, shows an in-depth analysis with serious territorial imbalances and low population density areas. This situation, which in certain rural areas at NUTS-3 level, such as in Spain or the Nordic countries, is extreme (less than 10 inhabitants per km2), is also deeply known in other EU countries such as Portugal, Italy or Austria insofar as in Europe 75% of its population lives in cities and the projection – with source Eurostat- tends to 83% by 2025, aggravating the rural exodus and the serious territorial imbalances
Low density of active population in rural areas and the increasing ageing of their population needs proximity services with growing character, many of them linked to dependency and care of elderly people.
Another factors contextualized in the European countryside too are the existence of immigrants without qualification for performing the tasks they are playing, lack of job opportunities and of a continuous training offer linked to employment and deficit of basic digital competences for a rural population suffering from a progressively ageing workforce¬¬¬¬¬¬
In parallel inequality of women in rural areas reveals higher levels, a bigger gender gap motivated by rural exodus and the inexistence of a vocational training offer related to employment needs.
Among the needs of qualification detected by the partnership in the 4 countries is common the demand in profiles linked to proximity services and social and healthcare area for dependency assistance delivering an improving quality life of an ever ageing population.
General objective:
The Project will test and validate a new learning approach aimed at covering specific employment-related needs and social inclusion identified in the European countryside suffering from low population density and in disadvantageous conditions.
Specific objectives:
1.- To promote equity and social inclusion of people in rural areas through access to specific training in the area of health and care for dependents.
2.- To overcome geographic obstacles for the access to vocational training by rural areas (disadvantaged population) through combining e-learning and face2face vocational training taken to the rural sphere through a mobile class-room in training needs and employment detected.
3.-To generate places of work linked to fixing population in the rural environment and the improvement of quality life through professionalised assistance for dependants.
4.-To train in digital competences population of the rural environment and foster equal opportunities taking profit from the demonstrative pilot action foreseen.
Participants:
-Rural people giving assistance for the elderly without professional qualification in the health and care area and assistance to dependants.
-Those people responsible for local entities and associations and platforms related to promotion of rural development.
-Immigrant population living in the European rural areas.
-Women without basic qualification in digital competences.
-Young entrepreneurs of areas related to proximity services in the European rural environment.
Methodology:
The existence of obstacles in the rural area such as quality nets and infrastructures, geographic barriers by distance for accessing a vocational training offer adapted, the lack of basic digital competences and those circumstances aggravated by gender inequality or handicapped persons advise testing and validating new learning approaches based in combining e-learning with face2face with flexible tools adapted (mobile classroom equipped with polyvalent didactic resources) taken to the disadvantaged rural area on a demand-driven basis.
The Project seeks to validate such methodology (flexible tools and two intellectual outputs: manual and guide) through a demonstrative pilot action carried out in 4 geographic itineraries of the 4 participating countries (25 rural municipalities) through qualification in a profile accurate to employment and social inclusion in the rural mean.
Results:
50 trainers in methodology and guide.
250 participants of 25 rural populations trained.
25 direct jobs generated.
25 physically handicapped persons trained.
100 gender related social inclusion mainstreaming measures
Validation of the methodology and 2 intellectual outputs (manual and guide) in 5 languages.
Impact:
400 centers and/or organisations active in the fields training and sectors related to health and care delivering, NGOs, fundations, social representatives
500 teachers
10.000 students and/or potential participants
4 multiplying events and its corresponding attendance and scope
250 local entities with competencies in the action ambits of the project.
50 public authorities with competences on employment
Sustainability:
-Commitment with 10 new itineraries.
-50 adhesions with transfer purposes.
-Employment networks commitment with this new approach
