Project Summary

The starting point for the Erasmus+ project with aufZAQ, a certification body for training courses for people working in extracurricular children’s and youth work, was the training situation for youth workers in East Belgium and the observation that in East Belgium it is becoming increasingly difficult to attract people for the variety of work with young people.
There is still no training either in the German-speaking Community or in Belgium that enables on-the-job youth worker training for interested parties.
Since there is no youth worker training either in East Belgium or in Belgium, it was first necessary for the job description of youth worker to have its own competence profile drawn up. Together with the project partner of aufZAQ and the experts, a “Youth Worker” competence profile was developed based on the SALTO competence model for youth workers working internationally. In order to improve coherence with the project partner aufZAQ, the draft was aligned as far as possible with the structure of its competence framework for children’s and youth work.
Subsequently, work began on the development of on-the-job training for youth workers in the German-speaking Community modelled in particular on the basic and advanced youth work courses existing in Austria. In the course of the process, the focus of this training was adapted to Bachelor level (level 5 of the National Qualifications Framework).
The results of these consultations and meetings were the module manual for on-the-job training as a youth worker and, for the project partner aufZAQ, the description of learning outcomes for youth worker training courses in Austria. As a basis for the development of learning outcomes, a guideline for the description of learning outcomes was developed in advance. These two publications are intended to assist Austrian institutions wishing to describe their non-formal courses in terms of learning outcomes. The results were presented at national level either at a conference or an event.
This project enabled the East Belgian side to inform the public about the importance of youth work. Besides clarifying questions such as: What is youth work? Why does youth work have a special role in social work? What training and study opportunities are there? the question of why on-the-job training for youth workers should be introduced in East Belgium was discussed.
For the Austrian project partner aufZAQ, the project enabled a concluding event where the possible applications of the competence framework, the guidelines for the development of learning outcome-based courses and learning outcomes for youth worker training were presented and discussed.
The question of what characterises youth work and that of professional action in this field of activity was reduced to a common denominator. This youth sector project defined further steps to enable the recognition of non-formal courses within the National Qualifications Framework in Austria and East Belgium and thus the European Qualifications Framework.
