Project Summary
The last mile of the delivery is the final stage in the shipping process, culminating with arrival of a package or goods at a customer’s destination. Last-mile delivery faces challenges in cities due to the rapid increase of this economic sector, the evolution of new technologies (APP`s, AI, blockchain,…), use of renewable energy sources for delivering goods and innovative measures for reducing pollutants, always having in mind new mobility trends and forms in urban areas as well as relevant road safety issues and environmental impact. All these new aspects and the increasing evolution of the last mile delivery sector require innovative practices and EU open education for deliverers/drivers (and their trainers) as they are the key actors in this described ecosystem and there is no standard training model yet.
The project has been planned to give solution under two different (but integrated) approaches from the EU in the area of education and training:
– the first one is based on the European Commission Urban Mobility Package and its actions in urban logistics, stating the need for focusing research and innovation on delivering solutions for safe and low emissions last mile delivery drivers/deliverers as key role players, that includes education and training on those aspects, and
-the second approach is the EUROPE ON THE MOVE: Sustainable Mobility for Europe: safe, connected and clean, which describes that strengthened education among professional drivers, beyond the legal requirements for training for professional drivers, is needed for last mile drivers/deliverers. EC regulation for Safety at work – EC Work Related Safety WWRS aspects will be also taken into account.
The Project objective is to develop innovative open on-line e-learning material and platform for drivers/deliverers and trainers and companies (freight transport companies, courier firms, independent drivers and couriers, click-and-collect retailers, self-service parcel lockers, and postal service destination hubs)) involved in the last mile delivery sector, meeting labour market needs of specific skills in the last mile delivery ecosystem guaranteeing safer and more sustainable cities. The main results expected are:
1)Competence Map as such: and before it the profile of the last mile deliverer/driver will be characterised, as it will be the basis for the studies in all the stages of the project. A collection of mobile technologies and applications useful for operators daily work will be also identified. Once done, expected results are specific skills for last mile including new technologies, road safety and sustainability and finally the units of learning outcomes.
2)Training path, course and platform: The training path will be delivered through training course which can be used daily by deliverers/drivers making learning independent of time and place. It will be incorporated in an accessible on-line e-learning training platform with interactive training material. The training course will allow to align competence standards (vs.classic delivery) and to define (vs. new approach) new ones for the last mile delivery sector, economical and society needs. The training path will be delivered through training tools which can be used daily by deliverres/drivers making learning independent of time and place.
3)Training Methodology and Transferability Guide: on how to use and take maximum advantage of the developed and proven materials and validation.
4)Recommendation Set: directly address to public bodies on how to improve regulation on the sector of last mile delivery in terms of recommendations and to those bodies responsable to include las mile delivery training in EC VET and obtaining a Professional Certificate.
The partnership is composed of 6 organisations from 4 different countries: PONS SEGURIDAD VIAL (Spain) is the applicant organization. Training2000 (IT), Bulgarian Logistics Association (Bulgaria), UNO (Spain),-CNA Pesaro e Urbino (IT) and TYOTEHOSEURA RY (FI). The partnership will also involve the University SUPSI (Switzerland). Partner organizations are complementary and experts in VET training, logistic/last mile and road safety sector.
The Project will identify framework conditions and profile regarding safe and environmentally friendly last mile delivery drivers/deliverers (in particular meaning of terms, scope of activities in the safe last mile delivery ecosystem and required training) in partner countries to combine real working operation, to develop a standard practices to be used in the methodology for training and evaluation. The results of the project will empower the figure of the deliverer/driver by enhancing his/her knowledge, contributing not only to the creation of work but increasing the quality of a job, thus is professionalizing the sector and service in the last mile delivery in a safer and environmentally friendly environment.
