Project Summary
Project PL01-KA202-051167 “Cooperation of European Border Services for the competences development of teaching staff performing shooting trainings” was carried out between 01/09/2018 – 31/08/2021 (for 36 months) thanks to the support of the Erasmus + Program.
The main goal of the project was to raise the key competences of border formations officers.
The participants of the project were representatives of the border services of Lithuania, Latvia, Estonia and Poland. Partner countries have sanctioned the rules of cooperation by signing partnership agreements (04/05/2019 with Estonia and Latvia, 06/05/2019 – with Lithuania), then twice annexed (November 2020, May 2021), due to the need to adapt the project activity schedules to the situation resulting from the pandemic Covid-19.
The factor determining the international character of the project was the fact that, within the framework of community activities, it is important to learn about the rules and conditions of the use of weapons by partner countries. The European Union has created an extensive system of institutions and forms of operational cooperation for the purposes of the integrated management of the external borders of the EU / Schengen Area (e.g. the European Border and Coast Guard Agency Frontex, the European EPN Patrol Network, RABIT Rapid Border Intervention Teams, the European Border Surveillance System EUROSUR, missions , joint operations, etc.), in which the activities of the Polish Border Guard are increasingly involved, which in turn implies the need to take all initiatives to raise the key competences of officers at the European level, to high standards and to increase the interoperability of the Border Guard. Only thanks to the organization of international meetings and workshops it was possible to prepare a joint comparative study containing information on the methodology of safe use of firearms.
The principles of cooperation of the Polish part of the project team, including the terms and conditions for receiving additional remuneration for work for the development of the shooting training manual, were defined by Decision No. 28 of the Commander of the Border Guard Training Center of April 26, 2019 on the appointment of the Team for the implementation of Project PL01-KA202-051167 “Cooperation of European Border Services for the competences development of teaching staff performing shooting trainings” financed by the Erasmus + Program. The decision was changed twice due to the necessity to expand the composition of the team with new specialists (Amending decision no.23 of 01/06/2020, amending decision no.24 of 17/05/2021). Project activities were implemented in each of the above-mentioned partner countries. The target group of the project were lecturers / trainers / instructors carrying out shooting training or training in tactics of operations with the use of weapons.
The result of the project is the development of a Manual of Good Practices regarding shooting training and tactics of using weapons in the border service. The formal closure of the project does not mean the end of its impacts. A long-term, cascade implementation of knowledge and skills acquired during the implementation of the project is planned. Due to the state of the Covid-19 pandemic, some activities – originally planned as stationary activities, including a key conference event related to the dissemination of the project results – were carried out in the form of remote activities.
Granted by the National Agency of the Erasmus + Program, the funding in the amount of EUR 128,990.00 was not fully spent, however, the project objectives and indicators were fully implemented and achieved.
