Project Summary

European Agreement regarding international transportation of dangerous goods via highways (ADR) was signed under the auspices of United Nations (UN), Economy Commission of Europe (UNECE) in Geneva on 30th of September, 1957 and came into force by 29th of January, 1968. On the other hand, Turkey signed this agreement on 22nd of March, 2010. The aim of this Agreement is to avoid the potential risks against the environment and the human health during transportation of dangerous goods.

After signing the Agreement by Turkey, the public authority, Ministry of Transport and Infrastructure made some other secondary legislations. With these regulations, training, exams, licensing and employment of the people who will provide consultancy services for the drivers carrying dangerous goods and for the relevant enterprises were prescribed by rules.

After taking training courses for 64 hours in training centres already accredited by the Ministry, the DGSA candidates take the central exam being set by the Ministry and the ones who succeed can get their licenses as DGSAs.

Besides being able to work as DGSA personally within the structure of enterprises they also have the chance to take part in DGSA Companies who had been accredited by the Ministry. As it is a very new profession, the processes and duties are not known very well and the system is being tried to be adapted as the phrase goes gropingly day after day.

The DGSAs have bachelor’s degree and with their educational background they already are at the level of following up with distant training programs. However, the courses are being conducted within the classes at the training centres. In Italy, Spain and in Austria, the Project partners, mostly, the courses are being conducted within the classes. In these countries, distant training issues have started to be handled and to be disseminated gradually.

In some other EU countries, it will be searched if there are distant trainings and exam implementations in the field in order to find exemplary implementations. Within the framework of the Project, it will be worked to develop and to improve distant training materials and formal trainings and to support professional development.

DGSAs have undertaken a very important role in protecting the men and the environment, and it is necessary to lead to a standard by improving the quality in trainings and in the implementations of enterprises. By finding some other countries who dealt with the corresponding studies much before Turkey, as solution partners, the aim is to reach at the level of international standards by having the benefits of knowledge and experiences of these countries.
Since the time TMGDK-DER has been established she is conducting various studies to improve DGSA trainings and implementations in the field. And with this Project she will have the experience to learn overseas implementations and to improve her services to a much more qualified levels for the first time. Ministry of Transport Directorate General of Dangerous Goods and Combined Transport Regulation, İçerik Eğitim Araştırma ve Danışmanlık Ltd. Şti., Training 2000 psc -Italy-, PONS SEGURIDAD VIAL-Spain- and The bit management Beratung GmbH (AT) – Austria-) will provide support to the Institution with their experiences in order make the Project successful.

There are DGSAs (75 people), DGSA Trainers (60 people), managers of DGSA training centres (15 people), employers with DGSA employees (15 people), and social partners (90 people) in the Project’s target group.

With the Project Activities;
• The analysis report with materials concerning enterprise implementations and distant training, DSGA legislations, trainings, exams and certification of EU and of the partner countries,
• By comparing the DGSA basic training subject titles, a joint qualification table will be set and accordingly a training program will be prepared,
• The DGSA’s conducted consultancy services will be detected and will be turned into an implementation guide for the duties of the DGSAs,
• Preparation of DGSA enterprise implementations’ collective training program
• Necessary substructure and e-materials for DGSA basic training and for enterprise implementation training program to be conducted by distant training method will be developed.
• The developed e-materials will be organized and 2 different pilot training programs (for DGSAs and for DGSA Trainers) will be tested on the DSGAs in every single partner country within the framework of the Project and evaluations and resulting reports will be prepared.
With the result of the activities, associated countries and DGSAs at level of EU will provide support to improve the professional knowledge, skills and qualifications and to conduct their profession in a more conscious way. These members of the profession at the same time will be equipped with transferable, transparent, knowledge, standard skills and qualifications.
