High Speed Train Maintenance Profession Defined and Recognized

In the 2023 strategic plan of the Ministry of Transport and Infrastructure of the Republic of Turkey, a vision and target have been adopted to continue the government policies to support and expand the railway investments and the sector. In line with this strategic goal, High Speed Train (HST) technology and management approach were included in the National Railway network.

The main objective of our project is to certify the knowledge, skills and qualifications of the technical staff who will work in the maintenance and repair processes of the HST sets on the basis of quality assurance. Our project covers the subjects of investing in education, training and vocational training for skills, lifelong learning, innovation, social inclusion and employability, among the European Union 2020 targets.

HST Set Maintainer is one of the important railroad occupations that work in the technical part of high-speed train sector, responsible for the quality and safety of the business. HST sets are supplied from abroad by Turkey and there are no national standards and qualifications for those who is serving in the maintenance process. Given the importance of the occupation, it is seen that a common education and certification approach on a EU Level is needed. The High-Speed MAPDaR Project developed in this context is a project in which the national occupational standard will be prepared within the framework of the International Standard Classification of Occupations (ISCO) and the national qualification within the framework of the European Qualifications Framework (EQF) and the certification system will be established within the framework of the TS EN ISO / IEC 17024 international quality system. It aims to offer a new approach to vocational education and certification systems in the EU dimension.
Within the scope of our project; HST Set Maintainer Occupation will be defined, national occupational standard and national qualification will be prepared. The pilot certification exam will be held by accrediting EDESM from the scope of the prepared occupation. A mobile application for guidance and preparation for the Vocational Qualification Exam processes will be published. Efforts will be made to deliver new approaches obtained during the project to national and international decision makers and policy makers. The project has a structure with 6 partners from 4 different program countries and will last for 28 months.

As the national railway train operator, under the coordination of TCDD Tasimacilik A.Ş., which represents the public side of the rail systems sector and has nearly 170 years of experience,
Çınarlı Mesleki ve Teknik Anadolu Lisesi which trains qualified personnel for the railway sector with its Rail Systems Technologies Departments, DEMÜHDER, a non-governmental organization with strong technical knowledge and social dialogue,

Trex GbR (Germany), working in driver and maintainer trainings of HST Siemens Velaro train sets operating in our country, carrying out worldwide operations as a solution partner of Siemens and Alstom companies in the field of education,
The UK Certified Information Association UKCKA, which operates in the recognition of the qualifications and competencies of the individual in the field of occupation,
Certifer (France), which is the designated (DeBo) and approved (NoBo) organization in the registration and certification activities of rail system vehicles according to national and international rules, are the partners of our project.

The methodology that will be applied during and after our project has been created. Risk Analysis Table, Gantt-Chart, Needs and Impact Analysis, Dissemination and Sustainability Strategy were prepared. The rules and principles to be applied during the preparation of the standard and qualification were determined by Republic of Turkey Vocational Qualifications Authority (MYK). In accreditation processes, rules and principles in 17024 international standard will be applied.

The most important effect of our project in terms of individuals who are working as HST Set Maintainers and who can choose this occupation in the future (approximately 12200 people) is that their occupations will turn into a formal structure. In the High-Speed MAPDaR project, all processes will be operated from the recognition of an occupation to the achievement of the certificate. The direct impact of our project on improving service quality, establishing safe maintenance processes and safe high speed train operations is envisaged.

Accredited Certification Bodies (approximately 200 companies) will take this occupation under their scope and carry out certification activities, which will ensure the sustainability of the project outputs. Making decisions regarding the employment of certified persons will be among the long-term benefits of the sector and will ensure the operation of European Union railway systems in accordance with the Technical Specifications for Interoperability (TSI).
