Project Summary
The teaching of civic values is essential as a way to preserve in prison a social life based on respect; it is an integral part of educational values that promote reintegration; in addition, events related to acts of extreme violence in a tense international context reinforced its interest. The prison that welcomes a fragile, vulnerable and often young public is a place of polarization in which training devices have much interest in proposing meaningful answers. In this specific process, they contribute to reintegration by participating in the fight against recidivism. The project is aimed at detained persons (Male / Female – Minors / Adults) imprisoned for shorter or longer periods and priority should be given to the youngest and least qualified inmates and / or detainees identified as “to risk “or / and in the search for a form of deviant protection (eg networks of influence,” song of sirens “…). Through this project, partners wanted to give meaning to the concept of education for citizenship by involving all the actors in prison in this process (prison staff, carers and paramedics, therapists, teachers / trainers , cultural workers, social workers, integration counselors, volunteer visitors, etc.). Production and experimentation activities were carried out by the partners to finalize a substantial pedagogical production revolving around the exercise of citizenship, the place of the person in a state of law, the equality and discrimination of individuals, the moral and civic issues of the information society (press, social networks). A set of interdisciplinary fields (history, geography, philosophy, foreign languages, sport) could be invested in this approach leading to the implementation of innovative pedagogies. The project impacts are legible at European, regional and local levels as far as institutionals and policy-makers are concerned. Already, partners have been able to implement several actions of: – information (to the prison partners in each country concerned), – raising awareness at all levels through the operationalization of a certain number of actions, – dissemination (regional colloquiums, ending conferences), – communication (press articles).
Several important productions were carried out:
1 – A cross-analysis of State of the art realized from pedagogical data with topic on civic values and committed in the penal institutions associated within partnership with inspiring practices to redo but also identified brakes and obstacles to avoid;

2 – A “Ready to Use” digital catalog of more than 130 hours (of which 62 hours have been translated into German, Spanish, French, Hungarian and Turkish) of pedagogical sequences focusing on citizenship values were designed (with one part more individual, one European part as collective and one larger part by countries pairs) which is available in open access use to all actors of the prison. Adhesion to the educational activity of acquisition of citizen values by the inmates (registration, attendance) should at medium and long terms make possible to evaluate the interest which could result in a decrease of the tension in the sectors affected by CITI-VAL project (eg. decrease of incident reports and thus of discipline commissions that often can also increase number of days of incarceration, isolation in disciplinary cells, …);

3 – A methodological guide as Manual for user on how to use the CITI-VAL programme “Let’s become more conscious citizens” with evaluation grids and bubbles with words from professionals who used the CITI-VAL pedagogical sequences with detainees.

There were five partner countries (Germany, Spain, France, Hungary and Turkey) and participants in the CITI-VAL project were teachers in prison, educational leaders, researchers and academics from the field of criminology and psychology. social engineering, penitentiary staff, psychologists intervening in prison, without forgetting the final beneficiaries who are the detainees who have experienced the pedagogical sequences produced by the partnership.
