Project Summary
Due to the fact that children’s textile products may be unsafe in the customs departments of the European Union, RAPEX (Rapid Alert System) notification is made and the products exported return from the customs. This situation prevents the competitiveness and growth especially for SMEs trying to export to the European Union Common Market in the children’s clothing sector and negatively reflects the principle of free movement of goods targeted in European Union Economic Policies.
According to the Rapid Alert System-RAPEX 2017 Report, which was published by the European Union on 12 March 2018, exports to the European Union in 2017 do not meet the criteria originating in Turkey 51 of 74 notifications relate to children’s clothes. According to 2016, there is a 70% increase in the number of declarations made for our country based products. On the other hand, In the 2201 unsafe product declaration to RAPEX, respectively China (52.4%), Germany (8.4%), France (5.3), Turkey (3.3%) and the US (3.2%) made the highest notification countries.
-Export transactions are mostly done by brokerage firm,
-Manufacturers do not have sufficient knowledge and skills on EU safety standards in children’s clothing, cause of many products return from customs.
Also in children’s clothing industry;
-adhering to the traditional production methods of the sector,
-be away from innovation,
-lack of accurate information sharing,
-although audits contribute to firm exports they see this controls as a obstacle,
-lack of effective strategic partnerships to pave the way for innovative approaches
are accepted as important problems preventing exports.
Children’s clothing sector is a labor intensive sector and its contribution to employment is higher than other sectors. The general purpose of the “Safe Production in Children’s Clothes for Export” Project; that’s target groups are children’s clothing manufacturers, suppliers, children’s clothing sector employees and consumers; To provide an innovative and competitive structure to SME’s operating in children’s clothing sector in European Union member countries and to contribute to export skills through vocational education, training and strategic partnerships.
It is targeted with the Made In EU project,
-increasing the professional qualifications and quality level of SME’s operating in children’s clothing sector,
-improving the knowledge and skills in the production stages (design, raw materials, accessories and semi-finished goods etc.) such as supply of product components and quality control to cover the basic requirements for the safe product of the children’s clothing industry manufacturers,
-With the publication of the European children’s clothing manufacturers online training platform, it is aimed to ensure that all production actors have access to information.
The Project consortium consists of eight partners from three countries (Turkey, Spain, Italy) including public, private sector and university.
The target group of the project consists of
-children’s clothing companies,
-suppliers operating in children’s clothing sector and
-personel working in children’s clothing sector.
80 companies from the consortium member countries will be actively involved in the activities; The European Union children’s clothing manufacturers online training platform will enable all producers in Europe to benefit from these trainings.

It is expected that;
– Increasing the market share of children’s clothing produced in the European Union and increasing the production capacity of the firms, starting new companies, increasing growth and employment, decreasing unemployment rates, contributing to the European Union countries to overcome socio-economic changes,
– Increasing the export capacity of children’s clothing sector firms by increasing their professional and managerial skills,
– Awareness of the legislative requirements of the products that will enter into free circulation for EU export policies,
– In the European Union market, the rate of safe products will be increased in children’s clothing products which are released into free circulation.
