Project Summary

European Commission strongly advices to integretation of national railway systems by 2020. In this context, it has been living a technical adaptation process of European Railways. EU supports this adaptation process by publishing related directives construction of railways, operation and maintenance and as well training and certification of the personnel who contribute operation of these rail lines. Current and further railway investments in Turkey as well as in Europea will bring a considerable amount of railway employment.
It has been prepared the qualifications of rail system professions congenial to European Qualifications Framework(EQF) to meet qualified personnel need of railway sector. These vocational qualifications has been published by Vocational Qualification Authority (VQA). Unfortunatelly, it hasn’t been established a training and certification system according to these qualifications. e-RAIL Project has targeted to prepare training programs congenial to these national vocational qualifications and practise as an e – learning based system for railway construction personnel.
In the scope of the project; it has been prepared curriculum package (course program, modüle info pages, action analysis sheets and training content) congenial to qualifications (level 3) of railway construction, maintenance repairman. Curriculum package has been confirmed by local program authority and submitted to the approval of national authority. In the framework of curriculum, written training materials has been prepared. Written materials have been enriched, converted into the e-learning contents and in total, 9 learning modules has been prepared. These modules have been presented into the targeted groups over learning management system. www.e-rail.net web site is activated to all users who want to reach project outcomes.
In project lifetime, for verifying the project results, an assessment workshop with 50 participants and a pilot course with 10 participants has been carried out. Project final conference has been carried out with more than 100 hundred participants to contribute project introduction and dissemination activities.
With this project, in railway vocational training, a new approach based on blended learning model has been developed. Application Guides of the project has been developed according to this approach and presented to the all railway instructors and learners. Developed curriculum has been supported by all parties such as project participants, rail system students, instructors and related institutions.
e-RAIL Project has given an opportunity to all holders of this profession at present and for future to certificate their qualifications in European level. Project will have significant influenced individuals improving the abilities and skills of prefession holders eager to maintain their vocational skills for throughout life with this web based training methodology. These improved abilities and skills of railway construction, maintenance repairman personnel will indirectly support the quality of railway construction and increasing the safety level.
Project has been carried out from 3 different program countries with 4 partners. Project parners are The Association for Solidarity and Assistance to railway Construction and Operation (YOLDER) which is an important Civil Society Organization fort he sector in Turkey, Erzincan University Refahiye Vocational High school which provides qualified staff fort he sector, Italian partner Generale Costruzioni Ferroviarie S.p.A which operates in many EU countries and across world at railway construction sector and finally German Vossloh Fastening Systems GMBH. Project has been implemented in two years period between 2014 – 2016.
The acquirements by project will have been disseminated and project results will have transmitted to the policy makers and desicion makers in national level and in international level next years.
