Project Summary

In order to improve the e-learning systems in border guards training institutions and develop teachers’ digital competence the State Border Guard College of Latvia, Border and Coast Guard Academy of Finland, Estonian Academy of Security Sciences the Police and Border Guard College and Border Guard School at the State Border Guard Service under the Ministry of the Interior of the Republic of Lithuania (hereinafter – Partners) initiated and successfully completed strategic partnership Project “Strategic partnership for the improvement of e-learning systems in border guard training institutions 2018-1-LV01-KA202-047003”.

As the result of the Partners analysed summarized best practices in planning design and implementation of e-learning systems for border guards training which. During Project implementation period 2018 – 2021 four international meetings and local workshops for development of practices were implemented which included also teacher digital competence development activities.
By close collaboration efforts of leading e-learning experts in Project countries the following activities have been implemented and outputs delivered:
1. Increased interactivity, visual attractiveness, user friendliness of Moodle platforms in Partner countries.
2. Guidelines for efficient integration and improvement of e-learning systems have been developed. Guidelines include research and experience based practical suggestions on the most essential aspects to be considered for efficient e-learning system.
3. Online interaction and collaboration suggestions have been developed. Suggestions include practical ideas on planning and delivering efficient online lessons e.g. what behavioural, technical aspects need to be considered, how to initiate and sustain online collaboration, how to be interactive, how to provide feedback and other useful tips and ideas.
4. Sharable Moodle course for Project results has been created. The course contains all outputs of the Project including guidelines and samples of interactive training content development.
5. Teacher digital competence has been increased. As the result of Project knowledge and experience sharing has been initiated at national and international level. Teachers were provided with theoretical and practical guidance on remote training (instructions, online tutoring, peer learning) which were especially useful during Covid-19 pandemic.
6. Community of best practice has been established. Partners established close collaboration network to tackle Covid-19 remote training related issues.
7. Project results have been disseminated at international conferences and seminars, research articles have been published in international journals to reach Project sustainability. Project extends beyond Partner countries since results have been disseminated via online to other law enforcement institutions, namely, Police training institutions, Military academies, Fire fighting and rescue, Customs training centres.
The outputs delivered have been developed based on needs and SWOT analysis as well as detailed study of scientific literature. The results of the needs analysis clearly indicated the need lack in strategic approach to e-learning systems development and constant demand to enhance teacher digital competence, particularly urgent during Covid-19 pandemic where Project outputs facilitated efficient remote training implementation. Results of the Project have been disseminated to Partner countries and other cooperation partners, outputs are available in open access platform, progress and results Project have also been published in scientific journals and presented at international conferences and seminars.
