Project Summary

Low skilled adults (LSAs) are particularly exposed to the digital divide and lack the digital skills to adapt to the ever evolving labour market. Moreover, pedagogical practices in the adult education and training sector are struggling to adapt to this new situation and continue to promote the acquisition of technical skills by considering non-formal the learning of key/basic skills, of which digital skills. TAACTIC’s objective is to propose practical and operational responses to identify, develop and raise the visibility of basic digital skills learning by low-skilled and vulnerable learners in order to improve their social inclusion, the pursuance of their training path and their access to sustainable and quality employment.

To put it simply, TAACTIC will provide answers to educational staffs who are asking themselves the following questions:

– What basic digital skills should my learners have acquired at the end of the course? (IO2 – Common frame of reference/training module)
– Have they already acquired some of these skills? (IO1 – Digital skills Assessment)
– How can I implement and facilitate the learning of the skills they do not have? (IO3 – Pedagogical activities)
– What more specific skills should my training target so that my learners can lean their careers towards the future of digital technology? (IO4 and IO5 – Recommendations and educational resources)

TAACTIC will work on the development of basic digital skills, both technical and transversal, using an integrated didactic approach adapted to the learning needs of the targeted learners to facilitate the attraction and involvement of these publics. It will propose a reference framework for basic digital skills training, including a training module designed to be integrated into all training courses for LSAs, as well as recommendations for adult education operators wishing to develop training courses leading to the digital sector, which provides various employment opportunities for the targeted groups. The project will develop a series of resources to be used directly in training, of which innovative digital educational resources that will help renew the practices of training operators. The productions will be based on European references (ECDL, DIGCOMP, Key Competence Framework, …) so that learners acquire widely recognised (level of) competences. That way, they will then hopefully be able to access skills recognition and validation processes and obtain official credentials. Overall, the project will follow the Upskilling Pathways logic, recommended by the European Commission (Evaluation – Training – Validation).

To ensure the relevance and quality of the project, the work will have a field-based approach, with a methodology focused on the involvement of various internal and external stakeholders. The construction of the tools will be done in collaboration with education and training professionals working with low-skilled and/or vulnerable groups. Throughout the project, the actors concerned and involved in the project will participate in the testing (planned for 3 out of 5 IOs) to encourage feedback and the sharing of ideas to ensure that the productions meet the needs of users, their functional aspect and their transferability to various learning contexts and field realities. Basing its work on existing practices and resources, comparing progress in the field and then widely disseminating productions and results, TAACTIC aims a strong field anchorage to harmonize practices through pedagogical engineering.

To achieve its objectives, the TAACTIC strategy will be based on the collaboration of an experienced consortium, composed of seven partners from four countries (Belgium, Spain, France, Italy), made up of federations of training organisations and groups of field actors specialised in training, inclusion and educational engineering, including in the digital sector, in order to develop common and innovative educational references and resources. The ultimate ambition is to expand, improve and make more transparent the training offer for LSAs so that they acquire new skills and benefit from new training and sustainable employment opportunities.
