Project Summary
Ploeuc-L’Hermitage (Brittany, France), Bartoszyce (Warmia-Masuria, Poland) and Alba Iulia (Romania) have maintained strong relations for many years. Ploeuc-L’Hermitage is located in the center of the Côtes-d’Armor department, in Brittany. Bartoszyce is a municipality in the far north of Poland, about 4 hours from Warsaw. Alba Iulia is located in the center-west of Romania, 5 hours from Bucharest. As part of the Côtes-d’Armor / Warmie-Mazurie decentralized cooperation, Ploeuc-L’Hermitage and Bartoszyce have signed a partnership agreement in September 2018. The commander of the Ploeuc-L’Hermitage station, Mr. Patrick Henriot, present in the delegation, was able to meet the officials of the firefighter center of Bartoszyce and exchange with them on equipment, practices and experiences. On the other hand, Ploeuc-L’Hermitage and Alba Iulia were put in touch through a cooperation association, Les Amis de Constanta, situated of a neighboring municipality, Plaintel.
Each structure has its own methods and practices. The Romanian firefighters of Alba Iulia are military, so they are professionals with a very specific training, military work methods and various exercises. The French workforce consists of both volunteer and professional firefighters, with regular training and effective training with the Young Firefighters (JSP). Bartoszyce’s Polish team consists mainly of volunteer firefighters, who already have responsabilities in the village (mayor, school director). The three structures exercise differently, do not have the same training but all share the need to carry out a transnational project to modernize their interventions.
Objective: to discuss the applications of new technologies among firefighters to modernize methods and practices.
Indeed, during direct meetings and virtual exchanges, the three partners were able to realize the lack of modern means for their interventions. If the material and equipments are efficient and recent, the firefighters do not take advantage of the opportunities offered by new technologies. Although they come from different countries, the three organizations all operate in rural areas, with villages far apart, and scattered settlements that the digital divide may threaten. For example, firefighters do not have GPS and mapping to locate and move quickly to the place of intervention. They always use the paper card. But the use of such a means a waste of time. They also realized that communication with first aid services (UAS in France) can be difficult. Firefighters sometimes go on intervention and they are just two people and while one intervenes with the victim, the other must notify the UAS. An experiment in Ille-et-Vilaine, neighboring department of Côtes-d’Armor, allows a better communication between the services. They use a mobile application to fill the assessment medical-first aid. The medical check-up is a information paper on the victim. This is how the firefighters and the EMS communicate. The SDIS in Rennes, Ille-et-Vilaine, is experimenting with an electronic form, on tabs, directly transmitted to the SAMU and then to a victim identification bracelet. The use of this type of technological tool offers rapid communication between services and better traceability of the victim. Finally, drones are starting to be used by firefighters in Finistère, another Brittany department, to recognize a victim in a place and guide the firefighters as quickly as possible. All these new tools offer opportunities for improvement for firefighting interventions: speed, efficiency, reliability. It is necessary to think about the uses and applications of these tools for rural communities.
The main objective of this project is a joint reflection on the use and application of technological tools among firefighters. Aware of the potential of these devices, the three partners want to think about their implementation and optimal use to locate the victim more quickly, ensure visibility of the precise location of the intervention and improve communication with the first services. help. They wish to reflect on the adaptation and possible uses of these tools to develop new skills, in collaboration with various stakeholders and particularly targeting young firefighters, who will take over.
