Project Summary

According to a recent expert study of the Thuringian Ministry of Economics, Labor and Technology of 2014, due to the demographic change and the strong economy, in Thuringia about 281,000 professionals are missing by 2025. In order to counteract this shortage of FK, especially Thuringian SMEs are increasingly focusing on the training and employment of foreign FK. With our project we analyzed the education in the participating countries with a focus on training foreign youth, in particular refugees.

Each participating organization is active in the economy in its own country and has contacts with the Chamber of Commerce and Industry, the Ministry of Economic Affairs, vocational training institutions and crafts.
Some participants from D, Sp and Ö are organized in the Association of Women European Medium and Small Enterprises (FEM). In this context, they have already gained sufficient experience at EU level.

The following three main topics
1. Job-related apprenticeship training in the EU context
2. Vocational education and training in particular for refugees and asylum seekers
3. “Operating Assistance” for going concern
In 4 transnational meetings with large participation of the female entrepreneurs on site as well as the corresponding responsible persons from education, economy (chambers-HWK, WK associations) and politics were successfully accomplished.
The meetings lasted for 5 days each.
With our project, project participants had the opportunity to get to know other VET systems and gain experience in the EU labor market.
Objective: to analyze German, Austrian, Spanish and Italian apprenticeship training and to develop best practices for selected craft trades (electricians, heating / plumbing). For this purpose, a comparison of the different training systems in the countries was made.

Meeting in Florence
Company visits Exchange of experiences with entrepreneurs about learning in the workplace (Italian “training”), meeting with members of AIDDA (Italian entrepreneurs’ association) Different women entrepreneurs presented their exclusive models in a short show to their company via Power Point or a designer.
Meeting in Graz
Company visits, Schwerpkt. Refugee training, participation in the “Woman in Business” congress. Exchange of experience on corporate management, visits to the Talent Center, WIFI and FH Business to Vocational Training
Results:
Germany and Austria: exemplary dual apprenticeship
Spain: since 2015 there is a law on continuing education in Spain,
since 2017 a pilot project for dual training in the Comunidad de Madrid -Instituto de Educacion Secundaria “VIRGEN DE LA PALOMA”
Objectives: – to orient vocational training on the labor market, – bilingual education
– Introduce dual education throughout Spain
Italy: no vocational training, Italian entrepreneurs are very interested in a dual education.
Goal: To create the necessary framework for dual education
Benefit and sustainability
With the introduction of a dual training we see a long-term benefit for Italian craft companies and for a later smooth labor deployment of unemployed young people in other EU countries.
Employment of refugees can only be done through workplace-based learning. With full order books and missing specialists, entrepreneurs are willing to pay for the extra work (training, financing of language training).
Best-practices
– A successful concept for the optimal use of foreign youth and professionals (refugees) is workplace-based learning.
– In order to be present on the European labor market, the introduction of dual vocational training modeled after Germany or Austria is mandatory for Spanish and Italian young people.

An introduction “operating aid” to Austria. Example is z. Z. in Germany due to the different health insurance companies not possible.
