Project Summary
HELPS is a project funded by Erasmus + which was implemented from September 1, 2017 to October 31, 2020. It is inspired by an innovative Norman experimental device territorially called Enerterre, which it facilitated the change of scale. The initial objectives were to set up a multiplier network of local actors from 4 countries so as to be able to support, organize and carry out renovation projects for and with inhabitants in a precarious situation.
The project guidelines were based on the orientations of the EU 2020 strategy: smart, sustainable and inclusive. The skills of the partners have been mobilized to share good practices and train future multipliers of the system. The objective of ecological and sustainable renovation of ordinary housing, particularly built in earth, was supplemented by the preservation of know-how, the improvement of comfort, and the reduction of the ecological footprint.
In order to achieve this, 3 main intellectual productions (IP) have been created and disseminated. The main achievements of these productions are:
• (PI1) The argument aimed at highlighting the strengths of the system in order to convince local players of the benefits of the Enerterre system. It includes an analysis of local contexts and benchmarking of training as well as a collection of recommended tools to adapt and promote the system according to local contexts. They aim to present the main messages to be put forward to convince potential multipliers or local actors of the interests of the system in their particular context and make them want to get involved in the process.
• (PI1) The charter, defending the principles and values of the Enerterre system and then of the Hands for Homes network, makes it possible to perpetuate the commitment of actors wishing to join in the continuity of the system. This definition of principles is intended to be signed by all the new multipliers of the system, so as to guarantee the consistency of their project with the initial vision of the French system.
• (PI2) One “Enerterre” site identification and preparation guide, which allows future multipliers to be guided on the implementation of actions to renovate vernacular housing and in particular land housing for people in difficulty. It includes annexes on PFRA strategy and frameworks and on PFRA implementation. This guide allows local actors to understand the different aspects and needs of the system in order to apply it in their territory.
• (PI2) Fifteen experimental participatory projects in 5 territories. The objective of carrying out 6 experiments including at least 4 replications in each of the participating countries before the end of the project has been exceeded. The experimental projects allowed the partners to test the feasibility of the device in their territorial context and thus to trace the differences in contexts in order to feed the creation of the guide.
• (PI3) One competency repository, which covers the formalization of an Engineering training coordinator. In each context, the skills specific to the conduct of an Enerterre project have been identified.
• (PI3) The training of 16 coordinators of Enerterre projects, including 4 trainer-tutors, which can lead to the issuance of ECVET “build in earth”. At least one partner in each country was able to pass on its know-how, and learners were given the opportunity to benefit from European certification.
The three trainings that took place during the project were as follows:
• C1: Greece, April 2018, 7 participants – Training in local adaptations of the “Enerterre” device;
• C2: France, May 2019, 18 participants – How to lead projects and mutual aid projects to fight against precariousness in housing;
• C3: Spain, February 2020, 19 participants – Tools for the development of the HELPS project, the Hands For Homes network and participatory eco-construction sites.
The various experimental projects that have emerged across Europe are as follows:
• An experiment in Italy, which took place on 16/17 and 18 September 2019 in Casalincontrada
• Two experiments in Greece:
o One in Chania in September 2018
o One in Tsivaras in May 2020
• An experiment in Spain, in June and July 2019, in Seville
• In France, Enerterre carried out 11 projects in Normandy
These first achievements were supplemented by communication supports (flyers, leaflets, videos) and 5 multiplier events which brought together 274 people to make all the achievements known to the general public.
CONCLUSION
The tools produced have made it possible to identify the main arguments in favor of 3SR (Self, Shared and Supported Renovation), to set up experiments, to guide new project leaders and to improve the capacity of training participants to implement projects of this type. The concept of 3SR that fed Enerterre has been largely codified, and described in an operational way. The 3SR now has a European network of practitioners and promoters, the Hands for Homes network.
