Project Summary

The number of people residing in an EU Member State with citizenship of a non-member country on 1 January 2017 was 21.6 million, representing 4.2 % of the EU-28 population. Hence EU has to effectively manage the integration policies for third-country nationals. In order to address this issue the European Commission set out in 2016 the Action Plan on the integration of third country nationals. According to the Action Plan education, training and employment are among the most powerful tools for integration. Finding a job is fundamental to becoming part of the host country’s economic and social life. According to the European Migration Network Synthesis Report on Satisfying Labour Demand through migration, in all Member States specific sectors and occupations have labour/skills shortages, among which lies the health care domain.

The health care domain, and in particular the demands in caregivers are increasing in Europe since European societies are ageing. This imbalance between demand and supply, leads to shortages in nurses and other professional care providers. In order to achieve a better match between the skills and demands in the EU’s labour markets, the proposed project suggests the development of an intensive training program for migrants wishing to work as caregivers for elder people and people with special needs.

The Training Curriculum (1) will be developed based on the Training objectives report. The training package will be based on three thematic groups: 1) language, 2) caregiving, 3) skills enhancement, and will be identical in all partner countries’ languages. The training content will be formed as following:
• Language course in the partners’ national language(400 hours): The language course will be developed for levels A1 to A2 of the Common European Framework of Reference for Languages (CEFR). The language course will include thematic vocabulary, basic grammar, listening on various themes related to care giving, pronunciation, basic reading and writing skills, social and cultural characteristics of each country. The language courses will be occupational specific for caregivers. Additionally, a short glossary in all national languages will be distributed to all participants. The glossary will consist of vocabulary related to caregivers and basic terms that will be necessary for a caregiver.
• Caregiving course (250 hours): The caregiving training will be developed in order to cover all aspects caregiving and will consist theoretical and practical sessions. The topics to be covered are the definition of the roles and responsibilities of a carer, legal and ethical issues in the caregiving process and fundamental rights of older people and people with disabilities, cultural differences and caregiving—discriminations, violence -sexual harassment neglect; physical and emotional abuse in the process of caregiving, effective communication with all the people involved in the process of caregiving, communication with individuals with various disabilities, stress management and organizational skills, understanding and working with the people with dementia, treating Common emergencies (including basic First Aid), risk assessment in the process of caregiving, elderly care, working with people with disabilities, in wheelchairs, healthy ageing and good practices .
• Skills’ enhancement and entrepreneurship training (50 hours): The skills enhancement and entrepreneurship training will include personal, interpersonal and communication skills empowerment, self-presentation and interview skills improvement and CV writing guidance. Additionally personal mentoring will be provided to each attendant.

The TCNs successfully completing the training will be granted with a caregiver certificate and will be given the opportunity to complete internships or work placements as care givers. These will emerge through the close cooperation with all relevant labour market actors. The training program aims in benefitting the migrant worker, facilitating the TCNs integration in the local society and the EU labour market, and the EU destination countries, as labour shortages in skilled health care workforce will be covered.
