Project Summary

Numerous researches have identified the need for the communities in Tunisia, and MENA in general, to become more transformable, democratic, and sustainable. Still, little was done in this regard. The resilience defined as “the ability of states and societies to reform, thus withstanding and recovering from internal and external crises” is also in the focus of the EU Global Strategy as a concept inspired namely from the situation in MENA and the juxtaposition between the two concepts: stability vs. democracy-building . Mohamed Kerrou in his paper on “Challenges and Stakes on State and Societal Resiliance in Tunisia” published in 2017 has shown little optimism about the capacity for resilience in the country, saying it is hindered by the security concerns, smuggling and corruption as well as economic hardships. A spark of hope he sees in the role of the civil society, which favours the national dialogue and facilitated the historic compromise between Islamists and secularists that has been key to Tunisia’s political transition since 2011. Empowering young people and building their resilience is exactly the aim behind the new EU Youth Strategy 2019-2027. Through building youngsters skills in advocacy and lobbying, we believe youth will be better prepared to lead changes in their societies. Therefore, through the PILLAR project we want to build their capacities for leading advocacy processes in their communities, where we will learn and share know-how, experience and insights on different aspects of the advocacy processes that will result with impactful actions and resilient youth and communities.ANDD (Tunisia) with partners from North Africa (Egypt and Algeria) and Europe (Macedonia, Italy, Slovenia and Bulgaria) have developed activities with an aim to foster cooperation and exchange between Programme and Partner Countries from different regions in the world (Europe and MENA) in the field of advocacy for resilience of youth and their communities. Additionally, PILLAR aims to improve the capacities of the CSOs for policy making, thereby encouraging participation of youth in the economic, social and political processes in the countries and their involvement in decision-making. Through PILLAR, youth competences and skills and communities’ capacities will be increased to withstand political, social and economic stresses and shocks, also in fragile areas, or communities that might encounter social frictions. The project supports positive youth development and a creation of a network of youth where peers support each other, develop skills and opportunities and leverage technology and innovation. We aim to empower youth to be problem-solvers, decision makers and committed leaders who take ownership of local challenges and problems and help to develop locally-led solutions. The project encompasses different capacity-building and mobility activities and will lasts 17 months.
