Project Summary

The threats to EU citizens’ physical security in the light of terrorist acts in Paris and the most recent ones in Brussels (22.03.2016) raise critical questions as to the preparedness of the security systems to respond in an effective manner.EU-PROTECT project aims to develop an innovative online training in 5 languages (EN, BG, RO, IT and AT) for private security guards working at public places, characterised with large human cross-section and flows (airport, metro station, shopping centre, etc.). The training will equip them with knowledge, skills and motivation to detect risky and deceptive behaviours and take effective actions to prevent suicidal terroristic attacks.Our partnership unites the efforts of 5 organisations from Bulgaria, Romania, Italy and Austria. Three of the partners – ASSESS (BG), CISES (IT) and ZIVAC (RO) will offer state-of-the-art expertise in detection of risky and deceptive behaviour. The other members of the consortium – 2 VET centres (BG and AT) will ensure that the online training is in compliance with national and European requirements for C-VET provision.EU-PROTECT is supported by key representatives of the private security industry and national decision makers, which will offer springboard for successful exploitation of all intellectual outputs developed. per country, among which: Bulgaria – National Agency for VET (NAVET), Fraport Bulgaria, National Association of Private Security Organisations; Austria – National and regional employment agencies; Romania – Professional Association of Security Services; Italy – National Association of Psychologists, Esculapiani Association and Italian Academy of Sciences of the Investigation, Criminology and Security.The two intellectual outputs envisaged – online training and policy guidelines – would bring the following innovative aspects to the C-VET of private security guards in our 4 partner countries and Europe in general:1. Accessible learning. Through the online delivery of training contents in 5 languages (EN, BG, RO, IT and AT) we will provide accessible training opportunity for a wide range of security personnel.2. Relevant and updated content. Mainstreaming the topic on detection of risky behaviour will give chance for many security guards to be adequate to current pressing security issues. The online learning platform will allow continuous update of content in light of changing nature of terrorism, which will ensure that learners are always in line with recent and emerging trends in the field.3. Flexible and individualized learning. The online mode of delivery will allow for 24/7 self-directed learning process. The user will have the option to plan its own pace of acquiring knowledge and the timing for passing the different modules.4. Peer collaboration. The online training platform will have the functionality of allowing learners from different countries to communicate and exchange information, which will further foster the quality of the learning process and in long term aspect the harmonization of job requirements.5. Common framework of learning outcomes. It will offer the first set of learning outcomes on the topic of detecting risky and deceptive behaviours, which can serve as a reference point for current training provision in the field.EU-PROTECT’s impact will contribute to improving the overall quality of security services in partner countries and across Europe. The evidence base collected during and after project end will add momentum to the long-term negotiations between European decision-makers and representatives of the private security industry in establishing commonly agreed standards in training of private security staff.
