Project Summary
The context and background of this project was to invest resources in the development of a new Europe wide Foundation Vocational Training and Qualifications Network. This has been built around the IRRV’s vocational training framework for real estate valuation training in UK. The IRRV is one of a small number of accredited awarding bodies for valuation topics in the UK. The accreditation is a national recognition of quality which feeds into the European framework for similar structures.
The partners in the project are all professional valuation bodies, therefore the synergy has been achieved because all participants have been focused on the single objective of creating vocational qualifications in valuation. This approach does not exist across the profession in Europe because the traditional method of entry into the valuation profession has been through the achievement of university based qualifications. The creation of a vocational network broadens the opportunity to join the profession for individuals who have not been given previous educational opportunities. This is evidenced by the work by the IRRV in the UK to create a new trailblazer apprenticeship under the Government’s newly implemented approach. A copy of the scheme and the IRRV’s application to become a training body is attached to this report.
The objectives of the project were to create training materials and a certification process for Foundation Level valuers which would e linked to a training needs analysis. This would be encompassed by a plan for application of valuer training in the workplace. Each of these objectives has been achieved and has been developed by the partners through the structure of the Intellectual outputs.
The project was based upon the creation of a plenary group and a series of working groups. These were given specific tasks to develop the intellectual outputs. The initial task was to develop the five modules which were then subjected to rigorous testing and evaluation. The initial modules are attached to this report. This included the consideration of any amendments that were necessary to reflect individual country requirements. The UK version of the modules was then assimilated into an electronic platform which was specified as one of the intellectual outputs. This tool is available through the link provided in the attachments.
The working groups then considered the best approach to the training needs analysis and agreed that this should be delivered through banks of questions associated with each of the five modules. A sample of the Training Needs Analysis is attached to this report through the associated link. This shows how the TNA operates in relation to each of the individual modules in the training tool and shows how the TNA is scored. The whole process is then incorporated into an overall training plan which again is attached to this report.
The results of the project are the five modules which have been adopted by each of the partner country and have been either translated or adjusted for local conditions. These modules have already been put to practical use by the partner countries and have been used as training material for dissemination activities and also have been utilised for individual publications and extracts in magazines. The electronic training tool ha been completed and is available for use together with the training needs analysis which has a ample of questions loaded for module 1. The whole educational element of the project is encompassed by a training plan which is appended to this report. All the elements of the outputs are now accessible electronically through the website. The website also includes other useful material which can be utilised for training.
The project has been disseminated through the website, access to which is attached to this report. The website contains dissemination material including articles and webinars which have been utilised throughout the life of the project. There have also been regular reports to the General Assembly of TEGoVA which is a network of 46 valuation associations across Europe which cover a footprint of over 145,000 participants in the valuation profession. Each of the partners has also disseminated the project through their own web media and through the own publications, examples of which are attached to this report.
The longer term aim of the project is to deliver vocational qualifications across the four partner countries and ultimately feed into the ECVET initiative. This process will draw upon the UK partner’s application for a trailblazer apprenticeship which will be delivered through the new structures in the UK and will ultimately be fed into the ECVET initiative. Details of the apprenticeship and the UK partners’ application to be involved in the initiative are attached to this report. It is expected that individuals with insufficient educational attainment will have new opportunities.
